Or do you declare it once you are already attending the college and during the application process, you only put down one major? Thanks!

Unless you are applying directly to a specialized school – business, engineering, design, drama, music, dance, etc – students choose their major, or major/minor, or double major, during their sophomore year of college. So, even though applications ask about “intended major(s),” Admissions understand that most students switch their major at least once during their 4 years of college, so colleges don’t hold you to what you write down on your application.

For UMich, if you want to double major in Ross and Engineering, you will need to put that in the application although not specifically for the 2 majors but the schools. Other than that, you don’t need to declare double major in the application for most school. Many school don’t even ask for major.

Mostly no. If you are applying directly to some combined programs. yes. For example, some schools (Carnegie Mellon) have combined pgrams (like Music and Computer science). In those situations you must complete the application requirements for BOTH colleges to get accepted to that program.
