Do you get an ELC letter even if you're not eligible?

<p>My college counselor called us down at the end of our junior year to send our transcripts to the UC’s to determine ELC eligibility. However, it’s already the end of September and I still haven’t gotten any response from the UCs. Are we supposed to get a letter even if we aren’t ELC?</p>
