So I've taken the ACT twice and SAT once...on the commonapp or just applying in general, do I have to report all my scores or can I choose the best test date? Will colleges ever know if you withhold certain test dates and find that shady?

It depends on the Score Reporting policies of the college. It is different for different schools. However, for most, it is fine to report either the ACT or the SAT (whichever you did better on). If you choose the ACT, then some will require you to submit both testing dates. Look at the websites for the colleges you’re looking at to see their Score Reporting policies.
