I'm applying to Cal, UCSB, and UCLA soon, and I'm asking professors to write letters of recommendation now. Do I need them for UCs at all? I figured maybe Cal might be different, but I wasn't sure...

No. The UCs won’t look at them.

Are you transferring for undergrad or applying to grad school?

I’m transferring for undergrad from a CC…does that mean I don’t need any letters for UCs?

Yes. They don’t ask for or want any, unless you are explicitly told otherwise by the admissions office.

Oh! Okay that’s good to know. Should I get letters anyway for later down the line, or are you supposed to do it on an as-needed basis?

99.9% of the time, UC’s won’t ask for letters of recommendations.
Only private schools.

If you are a Regents candidate, you can make use of the letters. At least for Berkeley, I don’t know about the rest.
