<p>You need to pick up the phone and call them. Probably you missed a box when you completed the application, and that is why they think you are an international applicant.</p>
<p>As for the TOEFL, if you didn’t do your first degree in the US or at a university where English is the language of instruction, it is pretty standard to require that. Re-check the policy about TOEFL at the institution’s website.</p>
