Does a C- = a C?

I am an in-state black female student trying to apply to a UC. In Spohmore year 1st semester, I got a C- in my first AP weighted course. The next semester I got a A+, so my average course long grade was a B+. I see on the applications it says no lower than a C, I’m asking if that means no C-, and if they’re talking about cumulative GPA for the year or semester grades? Thank you!

If you are applying as a Freshman to a UC, they do not consider +/- so a C- is a C for the California UC’s. You also report your grades as they appear on the transcript. Are you applying to UC Merced, which is the only UC accepting late applications?
