SIngapore: If you are an international I would go with USF because it is rare for international students to get anyy financial aid at state schools unless the student is an outstanding applicant! Definately go to USF. You will not regret it 
If you are looking into grad school later on it does not matter much what school you attend only how well you do while in school :)</p>
