Does admissions take residency into account?

I live in Washington DC, a city with less than a million people, many of whom are poor. Do colleges take into consideration my DC residency at all?
I am applying to Notre Dame, Georgetown, UVA, Penn, and some others.

THANKS!

Notre Dame, Georgetown and UPenn, no, but UVA, yes. Unfortunately, at UVA, you’ll be lumped together with the folks from the southern suburbs of Washington DC.

Private schools typically don’t take residency into consideration -or at least not on an individual basis. Public schools on the other hand, do take residency into consideration with more “in state” students getting admitted than “out of state” students.
