<p>Another way: Make an equilateral triangle using the centers of each circle. Drop a perpendicular from the top to point A. Now you have a 30-60-90 triangle. The base of that triangle is 4, and the height is 4 sqroot 3. Add the height and two radii and answer is
4 sq root 3 + 8.</p>
