Does AP/IB credit count as transfer credit?

Does AP/IB credit count towards the maximum allowable transfer credit?

Suppose someone did 4 semesters of 15 credits each making 60 credits.
He also has 15 AP credits. The college he is transfering to allows a maximum of 60 credits to transfer.

How does this work out?

Most colleges will take your 60 credits, then based on the scores you got on AP/IB tests, give you credit from there. So instead of having the credits you got from AP/IB from College A transfer to College B, College B will just figure out how many AP/IB credits they will give you, on top of the transferrable credits from College A.

Most schools have a residency requirement, which is the number of credits one must take at that school. This could limit the number of AP/IB and transfer combined credits. It is best to check with each specific school directly.

I see. I was hoping the residency requirement for most schools would be in terms of years (i.e. spend at least 2 years at this school). Then if anything I could just take only 4 classes most semesters or something.
