Does Berkeley accept out-of-state students?

I applied to Berkeley back in November, but recently I've heard that Berkeley does not accept much out-of-state students. Is this true?

According to the 2008-2009 Common Data Set
http://cds.berkeley.edu/pdfs/PDF%20wBOOKMARKS%2008-09.pdf

9% freshman are from out of state
7% undergraduates are from out of state

Yes, Berkeley does accept OOS students. In fact, as a result of severe budget cuts, admission enrollment policy is changing to significantly increase OOS enrollment in order to bring more revenue into the school. Not sure if such policy will take effect this next school year. But there’s a good possibility you’ll have a higher chance of getting in than previous years.

Berkeley will be accepting a much larger pool of out-of-state applicants this year due to budget cuts.
