I’ve read in a lot of places that Berkeley’s College of Engineering which the EECS major is a part of does not consider appeals…Is that so?
I want to try it because whoever I’ve shown my stats to has said they have no idea why I would be rejected…

If they do, you need to “bring to light new information regarding your academic performance and/or information pertaining to extenuating circumstances that were not discussed in the application.”
Someone not knowing why you weren’t accepted isn’t that.
A lot of very competitive students don’t get accepted. It’s the nature of the beast of a top program at a top school.
