I know that the college of engineering only considers you for one major, and that you don't declare freshman year in the other colleges. But could I apply for, say, EECS, put math as my secondary, and have a chance in L&S even if I don't get in EECS?

you can’t put down a secondary major. If you are interested in CS more than you are in EE, I would strongly recommend that you apply for L&S CS.

Also, it is MUCH easier to be admitted to L&S than it is to EECS

Needless to say, applying for L&S CS rather than EECS will reward you with a BA instead of a BS when you graduate. What that means is up to you.
