Does character count include spaces? that means 2 measly paras= 1700 chars! HELP

<p>I already think i've written too little, but if i count spaces, it's already 1700 chars for a 1000 char essay- the common app short ans.
If not including spaces its 1400, which is easier to cut down.
please help!
