Does Colgate shaft transfer students when it comes to aid?

I'm considering transferring to Colgate for the fall of 2010. What attracted me to Colgate was the statistic that 100% of financial need is apparently met. I found this though on their site...

"It is rare for Colgate to be able to offer need-based financial aid to transfer students. This applies for both domestic and international transfer applicants. If aid is available for transfer students it is awarded based on demonstrated need. Colgate does not offer academic merit scholarships. Colgate grant funds are awarded for full-time study up to a total of eight semesters. Full-time attendance at another institution from which courses are transferred to complete Colgate degree requirements will reduce this eligibility."
Colgate: Transfer Admission

So if Colgate doesn't offer need based or merit based aid to transfers is their any point to applying when your efc is only $12,000 a year? I don't understand what they mean by "Colgate grant funds" either. Any help or confirmation of this?

No. My friend who transferred got exactly what she wanted… and actually better aid than her previous school. Mine didn’t change when I transferred.

D chose to attend another school, but Colgate offered more aid than URochester, Bucknell, or Colby.
