Does Cornell require both SAT and ACT tests to be submitted if both were taken?

I understand that all SAT tests must be submitted (and they will be). My question is does an applicant need to send in ACT score if SAT tests are higher. The policy on the Admissions website states:

“You must submit your scores for either the SAT Reasoning Test or the ACT. Some of our undergraduate colleges/schools also have specific requirements for the SAT Subject Tests. Review the Freshman Admission Requirements Chart to see what’s required. It’s your responsibility to make sure that you have taken the right Subject Tests and have the scores officially reported to Cornell from the testing agency by our application deadline. Note that Cornell requires students to submit all scores from SAT tests taken and does not participate in the College Board’s Score Choice.”

I read the policy to require an applicant send in SAT or ACT, understanding all scores from either must be sent. However, we have been told anecdotally that Cornell requires applicants to send in every score from every test taken. Will likely to call the admissions office to verify and be sure, but wondering if anyone knows here. (Not really a huge deal either way as the tests are good reasonably close via concordance table, although SAT was higher).

If you send in SAT scores then you do not have to send in your ACT scores. As stated by the requirement, if you send in ACT scores then some schools may require SAT subject test scores.

I read this as, if you submit SAT subject test scores then you also need to submit SAT I scores even though you are submitting ACT scores. I am not sure if CB would allow you to leave out SAT I scores if SAT II scores are required. Some other posters have said it was possible, but I am not sure it would go against what Cornell is asking. I think it would be best to call up Cornell admission on this.
