I wish they don't have one

I don't know, but if they do, I'm sure it must be one of the most flexible in the country, since a lot of international students go there. From what I saw, there's a huge number of Asian guys, some of whom might be of course Asian-Americans, but some just Asian. I'm not sure about what I'm going to tell you, but the admission possibilities might be wider if you belong to an underrepresented ethnic background (not Asian, not Cuacasian). I know that works in a lot of Universities, although I'm not sure if it does for Columbia. It seems to me that they don't really care to much about that

Well I would say that there's probably not a 'quota' but a sense of international community in proportion that is quite standard from year to year. check the stats for that, shouldn't be too much variation.
I would say that there would be limits for 'diversity' (whatever the crap that means) ie limited spaces for candidates from specific countries with many applicants ie china/india etc so as to be more 'representative' of a larger international body.

rather perverse, but i think that's the way it is for most colleges
