Does every accepted applicant have "Congratulations!" written?

<p>Since the Dean knows the content of the letter months in advance, don't you think she could write Congratulations on 600 sheets of paper in July and August knowing the exact space that will be blank for her signature and Congratulations. Then just run the 'send to' data through the computer in December. Obviously, the letters would be kept under lock and key until final mailing.</p>
