I agree with the CTCL recommendation. There are lots of nice LACs and small Catholic schools in PA that give merit and need based aid. Even Temple has a test optional application.
Some of the majors my S is looking at, only require college algebra.
He took the PSAT without prep in 10th grade, when he had finished geometry, and just started Algebra 2 and Stats/Prob 1. Got a similar math score.
Took SAT without much prep (one timed practice test) this January and improved his math score by 60 pts.
He did well in the Algebra part, and stats/prob questions, the functions stuff, not so much.
Now he is in precalc and done with Stats/Prob 2, so he should do even better on math at next SAT sitting. He has been doing very well on the functions stuff on test/quizzes.
I would also try the SAT. You can make a Collegeboard account and import your PSAT score and work on areas needed with khan academy. The tutor can even use it to prepare her for the areas she needs to focus on most.
She can do some practice tests that are available on Collegeboard website. They can try them with normal timing and extra time to see how she does.
Math and science on ACT was made more difficult recently I think.
Also, just for comparison, at our school anything under 93 is a B.
