Does failing a class freshman year, make you ineligible for UC's

I failed a foreign language class (french) freshman year I was not prepared for. I was also taking Spanish at the time so I chose to give up french and just focus on Spanish. Does having a F in a class, freshman make you ineligible due to there no grade lower than a “C” requirement? My understanding is that is only for the 10th and 11th year, but I would like to be sure before I submit it.

You are correct, UCs mainly focus on 10th and 11th year grades. Although I would use the additional comment section to address your issue.

You need 2 years of a Foreign language to meet the a-g UC requirements. If you take 2 years of Spanish instead and pass, you meet the requirement. If you do not retake the French class, your F will have to be reported on your application but since the UC’s only use 10-11th grades in their GPA calculation, your F will not be included.
So as along as you meet the a-g course requirements, you are not ineligible.
