does Harvard have a bottom line for SAT Reasoning?

My son just got into Harvard off the waitlist and his scores were under 700 on the SAT I’s. His SAT II’s were high, but I’m not sure how much weight they carry. I think being well rounded is very important. There were kids I’ve heard of this year that were numbers 1-5 in there HS classes of over 300 who were waitlisted, even rejected from schools that you would have thought they would get into. I saw the big problem as they really didn’t have any EC’s to mention. I don’t think it’s all about SAT’s, although it certainly helps to have them over 700, I don’t think it will break you if you don’t.
