Does it look super bad to turn down a college twice and then apply for grad school?

So I applied to Georgetown as a freshman applicant and ended up choosing the University of Maryland because I got a full ride. I'm currently applying to Georgetown as a transfer student (going to send in my app within a day or two) because UMD isn't super challenging, but at this point I'm not sure if I'd go to Georgetown if I got in. I want to apply anyway since I'm not sure yet and want to keep my options open, but I do have one concern...

Now I realize that there's a good chance I won't get in again in which case this worry won't matter, but I'm wondering what happens if I get in again, turn them down again, and then apply to their grad program. It would still be the School of Foreign Service (right now I'm thinking I'm going to get a master's in Arab Studies, and it seems like Georgetown would be perfect for that), so would they not want to accept me if they see me in their file and see that I've already turned the school down twice? I'm worrying about this a bit, so I'd love if anyone could give me some insight on this. If people think it's going to really hurt my chances with grad school, I might consider not applying this year since I have a feeling I'm going to choose to stay at UMD no matter what (although I keep going back and forth on this, so who knows).

Any thoughts you all have on this would be greatly appreciated.
Thanks for your input! :)

Admissions for UG and Grad school are in two completely different offices that don’t communicate on routine business.

I’ve had the same fear as you when reapplying to schools, but when you think about it it does begin to sound a little silly.
No admissions officer is going to look at your files and feel personally affronted, then turn you down out of spite.
Don’t sweat it c:

I know it’s hard to believe an internet stranger, but I’ve gotten UG, MS and PhD degrees and been affiliated with a university. Graduate and UG admissions are completely different offices, they aren’t the same people and they don’t interact.

Go ask on the Parents forum as there will be members there that will know this too.
