Does major affect on chance of admission?

Hi, my son didn’t yet apply for OSU. Since his ACT is 27 (lower than avg.) he will take another on December and applies for Regular decision right after score result coming out.

One question we have is “For OSU, does the competition depend on the major?”
He plans to apply for the Education major, middle childhood education. Do you think it would be better to apply for “exploratory major” instead of “education” to make his admission chance better?

When we toured OSU, the admission counselor said they review all applications “major blind” and only look at the requested major if/after the student is accepted.

My reading of the website suggests applicants are accepted and then considered for their program. So, possible to be accepted, but not for desires major.
