So I go to a very obscure "prep" (and I use that word loosely) high school in New Jersey. The school it self only has about 300 kids in it over four grades and the past graduating classes have not been anything special (about half go to community college and most of the rest go to virtually unknown colleges). Occasionally the school has some students who get into more distinguished schools (hopefully I can be one!!). Also our school went through a very public sex scandal last year involving a student and a teacher. Do you think my high school's reputation has any kind of pull on my applications ??

A high school’s grade inflation or deflation might matter, but it’s not at all a case of people from good high schools automatically getting into good colleges or people from crappy ones not having a chance at nice colleges. Your high school is mostly just a lens through which your application is looked at, since college admissions know some high schools are harder or have different course offerings. It’s not just a detriment or supplement. They’re not gonna give a hoot because of some sex scandal.
