"the best people are they"
i gave it to him. that is the recipient was he.
who is the best runner? the best runner is he.

why are these right? its bugging me. is that always going to happen with linking verbs? does this show up a lot?

There are 2 forms of pronouns: Subjective and Objective
Examples of Sub. are I, You, He, We, They
Examples of Obj are me, you, him, us, them
Use subjective pronouns for the subject and predicate nominative
Use Objective for direct/indirect objects, objects of prepositional phrases

but how do you know when its subjective or objective? is it like recieving action or not? like if you can point at somebody its he, but if its an antecendent its him?

I just told you how to figure it out. It depends on what the pronoun is doing and where it is in the sentence.
