Does Penn put more weight on SAT I or II?

I didn't do as well as I wanted to for SAT I. My superscore is about 1900, which is pretty low for Penn. Do you think if I do really well on the SAT II it will make up for it?

The SAT I matters much more than the SAT II. None of us can read the minds of admissions, so we can’t really know if 3 800s on the SAT II will compensate for a 1900 on the SAT I. I suppose if you’re a foreign student, or a recent immigrant, and you have mediocre SAT I reading and writing scores and an 800 in math, Penn admissions will understand. But otherwise a 1900 is substantially below the 25 percentile of accepted students.
