Does qualifying for in-state tuition mean that I am an in-state applicant?

<p>I qualify for in-state tuition in Virginia and North Carolina [special circumstance]; a good friend said that this means I am still considered an out-of-state applicant for Virginia (my high school is in North Carolina), even though I can receive in-state tuition.</p>

<p>This really seems like a question for the colleges. I suspect that in the Internet, you’ll get a bunch of guesses–some of them fairly informed, and others spectacularly not.</p>

<p>If you were already told to pay in-state tuition, be considered out-of-state wouldn’t change things (assuming you were already accepted).</p>
