<p>Yes it does, if you have some “proof” or certification: have you taken classes at a cultural center? did you take a test?
On the commonapp/application, you should make sure to write “first language: Ukrainian” so that they know you’re an ESL/EAL student. This is a good point for you since most applicants are monolingual.
In addition, if you plan to attend a Russian Flagship university, it’d definitely help you get in (if you intend to attend the Russian Flagship program, of course).</p>
