Does the Berkeley ATDP program help you get into Berkeley / any UC in general?

No, but it makes a nice EC to list on your UC application.

Would it be particularly more beneficial application-wise to commit to this, or would a community college dual-enrollment course be the exact same?

A DE course would show HS course rigor, if UC transferable it would give you college credit and an extra honors point in the UC GPA calculation. However, make sure you get an A in the course since if UC transferable, it will remain on your permanent college record.

My recommendation is do not do something that you think will impress a college. Do it for yourself and explore what interests you. If the ATDP program is something you want to pursue then go for it. https://atdp.berkeley.edu/
