Does the prestige of the college itself have an effect on my chances to transfer to school and if so which school would give me the best chance of transferring to a top school NYU stern or Ohio State
Prestige is a minimal factor, its more about what you are doing with your life. You can have someone in community college develop the next innovate to robotic surgery in his/her garage, vs someone from a good school who is not doing anything. Find what you love, and good things will come your way.

It depends on the school. Some of the top schools like Harvard and Yale prefer their transfers from the other Ivies and top schools. However there are also schools like Stanford and MIT that prefer Community College students instead. Do your research on the schools, ask around, see what kind of profile they generally admit.
