Does this email mean that I got accepted?

I got this email confirming my FAFSA but the last step on this letter says to pay my deposit? Does this mean I have been accepted into this school or does this mean they can still reject me even after I paid the deposit.

PLEASE VIEW STEP 4

email went to your spam folder. You might want to give them a call.

I guess so, but their online portal has always been glitched and rarely functions properly.
