if i pick a major that is highly unpopular at a college, my chances of getting in will rise right? after i get in, i could just change my major to something else and thus have a better chance than putting my major that i want that is highly competitive at the school. is this correct?

Nope. Colleges know that the vast majority of students change their major at least once. The only exception would be if you have numerous stellar ECs related to the declared major showing that you have a long held passion for the subject.

I applied to a tech school that I was pretty sure would waitlist/reject me, but applied to the liberal arts department and got in.

It really depends on the school.

picking russian studies as your major when you have no russian-related ec's will worsen your chances

Picking a major within the same school won't help much at all. But, picking a different school within same university might help.
