<p>I don’t believe this says anything about whether you qualify as in-state or out-of-state. It’s strictly about lawful presence in the USA. The wording could probably be clearer.</p>
<p>No, it’s proof that it’s legal for you to be in GA, not that GA is your official domicile. And you cannot gain domicile in GA while being enrolled in college.</p>
