Does UCLA or cal states look at improvement?

I messed up really bad my first year at community college. So bad that I had a 1.9 and almost lost financial aid, but right after tht I've put myself on check and started changing my habits, doing good, taking honors classes. I currently have a 3.1 now an I'm in the honors transfer program that supposedly gives you priority consideration and chances of getting in is a 70% chance into getting into UCLA. But I had a talk with the UCLA rep and I think she basically told me that I'm screwed and that there are way better students than me that will be applying and why would they pick me over them. I asked if they even look at improvement and she said that it didnt matter that Im in the honors transfer program or that I'm improving. The personal statement won't help either and that I'm just not competitive.
Now I'm upset because I keep hearing people talk about that the personal statement helps and they do look at improvement.
Am I screwed? Are all universities like this? (Ps for those of you that don't know the honors transfer program is also known as TAP the transfer alliance program that UCLA and other universities have with Community colleges)

Does your CC do academic renewal? If you do that your GPA will jump up and the other classes will be erased. Also, if you have enough time, redo those classes if your school doesn’t do academic renewal.

@smrray09 I wish I could do academic renewal but that only applies if they were below a C right? I didn’t get any F’s

And one D but I retook that class

You say your GPA is a 3.1 now, but what do you anticipate it will be by the end of the semester? That’s the GPA that matters most. I wouldn’t disregard what the rep told you, but don’t let her completely discourage you.
