Many publics have an early application period that is not binding or restrictive. Even if so, you’re still allowed to apply to and ED school. The caveat there is that if accepted by them in December, you’d withdraw your UF application.

If I’m correct, then you’re allowed to apply to an in-state(assuming you live in Florida) public school with a rolling admissions policy, which is what I think UF has. That or it’s early action. Either way, I think you should be able to apply.

Regardless, if you’re truly concerned, you could always contact admissions at Columbia or Cornell and ask.

UF doesn’t have any sort of ED/EA application, the Nov. 1 deadline is the only and final deadline for all applications. UF just receives far too many applications for an early decision/early application option

If you apply ED to Columbia or Cornell (and you can apply to only one school ED), both of those allow you to apply anywhere else for any early or regular admission program except ED.
