<p>regardless of what he's involved in, as long as he is accepted and demonstrates enough financial need, he'll receive some aid. penn doesn't give merit aid, only need-based aid.</p>
<p>Penn offers limited aid for international students outside of Canada and Mexico. It's not the same need-base aid that US, Canadian, and Mexican students get, but your particular aid may be good.</p>
<p>It is exactly the same aid - the difference is that international student admissions are not accepted on a need-blind basis.</p>
