Does UVM usually use the Waitlist

I was recently waitlisted at UVM, I was quite disappointed because UVM is very much so my top choice. I already sent in multiple interest letters to my admissions counselor expressing my deep interest towards the university. I was wondering if UVM usually uses the Waitlist?

According to last year’s common data set they did not accept anyone off of the wait list.
