Does working/ volunteering/ and being in clubs during high school help getting into college?

I’m a senior working on my applications, and of course I’m being asked about my high school activities. I literally haven’t joined a single club since 8th grade (but I’m going to this year) and I’ve done 61 hours of community service @ my local library until I was basically kicked out for not calling when I wouldn’t show up (I’ll be restarting by the end of this month). I haven’t worked a job, mainly because I’ve been stressed out in general (taking care of my sick mother, and I do all of the housework).
Ignoring my personal stuff, does all of that really matter? Like I have a decent SAT score (1850, retaking next month) and a 4.09 inflated GPA, (1) AP and (4) Honors and the rest CP. Could I get into, say, Rutgers, with my grades and volunteering hours alone?
