Dorm Availability

What is Binghamton's policy for Break Housing? I know that many people choose to go home on weekends, or for holidays.
I am not an international student, but I would still like to know if housing will be provided every day of the academic year, including all weekends and holidays. (Not summer, obviously)

Also, how soon do dorms first become available for incoming freshmen?
