Would being a Dual Citizen (US and the Netherlands) help with college admissions? I know schools like Tufts love to brag about their "international" student base. I know i wouldnt qualify as international, but would it benefit me to mention it?

You are a US citizen for application purposes, mostly because you qualify for US financial aid.

The other citizenship may give you something to write an essay about. Other than that, it will allow the college/university where you eventually study to count you in the “international and dual citizenship” category for their statistics.

It isn’t something that would tip the balance in your favor at admission time.

Second this. I came across a post from a few years ago, by a student who was actually a tri-citizen (citizen of the U.S., France, and Spain), and was fluent in the three languages of his countries of citizenship (later picked up German in high school, making this number four). He wrote his essay on what it truly meant to be an American, mentioning his unique background and worldly experiences. He was highly successful in the admissions process, even getting likely letters from both Columbia and Dartmouth! He’s a junior at Columbia now.

Hopefully this gives you a little inspiration. :)
