<p>I'm submitting my application online, and on the site it says "BY November 1" which means... 11:59 PM October 31st, right? But then it says postmarked by November 1 for those doing it by mail... </p>
<p>Does this mean online applicants have less time? Or is it really due ON November 1? </p>
