Any opinions regarding language and linguistics programs?

Georgetown language is extremely strong.

I haven't heard anything particularly special about Duke language, though I'd imagine Georgetown's to be very good because of their international emphasis.

Yes, the Faculty of Languages and Linguistics is extremely strong, and language/linguistics are known as one of the strengths of Georgetown. Not too sure about Duke and Dartmouth.

Well, John Rassias of Dartmouth created the "Rassias Program" which other ivies and top universities now follow. Dartmouth's language program is arguably one of the top in the country. Also, because of the quarter system and the opportunities every term to go abroad, one could potentially go on three abroad quarters during their college career at Dart. I don't know much about Duke or Georgetown.

i've heard from a few current students that the language program at Dartmouth is amazing.
