Do colleges wait for extra ACT scores to come in before making a decision?

Or can they make a decision on the scores they already have for a particular applicant?

If they don't wait- is there a possibility that lower or higher ACT scores that come after making a decision alter that decision?

If do they wait- Let's say there is some error in the reporting of the score to the college and the college never recieves the score, even though the test date was filled out "to be taken on" on the Common Application. Does that imply that the application is incomplete, and therefore the college will just ignore the application altogether? In other words, do colleges expect and wait to see scores if they are label "to be taken" on the Common Application?
