<p>I think you'd have to wait a couple of days after April 3 to call though (also seeing how april 3 is a sunday) because if they do mail them April 1, most people won't get them until 4th or 5th. </p>

<p>I think they send them on the 31st. At least, I think that's what mine was postmarked last year, but I don't remember exactly (it was a thin letter, so I didn't particularly care, either).</p>
