If you get rejected or deferred from a college that you apply early action or early decision for, can you apply to the same college for regular admission in January such as Binghamton University,Villanova University, and Cornell University?
If you get deferred, you are automatically placed into the RD pool. For schools that offer both EA and ED2, if you get deferred from the EA round, you can choose whether you want to apply ED2 or leave your application alone and you will be considered in the ED round.
If you’re rejected either EA or ED, there’s no sense in applying ED2 or RD – you won’t get in.

If you get rejected EA or ED, you will not be able to apply again to the same college in its regular admission round as colleges allow only one application per entry year, and that includes the three colleges you mention. A rejection in EA or ED means your done with possible admission to that college.
If you are deferred you will be automatically put into the regular admission round. Some with ED2 (which is simply a second round of early decision that takes place somewhat later than early decision), allow you to opt into the ED2 round. It is not a new application

There are very few schools that offer both EA and ED2 (UChicago is one; Tulane has EA and ED and says that it may or may not have an ED2 round, depending on the size of the EA and ED1 rounds). As for the schools you mentioned, Villanova has EA and ED1 but not ED2; Cornell is ED only; Bing is EA only.
Do NOT do ED1 or ED2 unless you are absolutely sure that you want to go to a school as it is binding (meaning you are obligated to withdraw all of your other apps.)
