My daughter wants to apply Early Action to as many colleges as she can on her list. Some Early Action deadlines are November 1st and Nov 15th. She has a decent SAT score but has decided to take it again on Nov 3rd to see if she can better her score. If she is applying Early Action, does she send the best SAT score she has with the application deadline and then can she send the latests SAT after if she did better?

It depends. Many colleges allow scores to be sent later than the EA deadline. Please check the deadlines for specific colleges. This info is usually provided on the website on the Admissions page. They note which SAT test date is the latest that can be submitted and to send the scores directly.
Agree with @NCKris Adding - If the website isn’t clear (which is common), this is an appropriate question to ask your regional AO.
You run the risk that the application will already have been evaluated/reviewed since colleges don’t receive the scores until the end of November.
Look carefully on the admissions page of each school’s website and it normally says what standardized test dates will be considered. If unsure contact admissions offices directly.
Yes, EA can be a tight review schedule so you’ll need to ask if it’s not clear on their website. I’m sure they get this question a lot and will respond promptly.
