I’m applying restricted early action to Harvard, and I realized I forgot to request my transcript and get my counselor’s recommendation (though I do have my 2 teacher recs). If I apply early action, can I still send those things later (though I’d still try to send them ASAP)? Thank you!
Your transcript and Guidance Counselor’s Secondary School Report (SSR) are required elements of your file. While Harvard might accept those items dribbling in a week or two late as they are not under your direct control, your file will be considered incomplete and will not be read until those items have been received.

More specifically – your guidance counselor either uploads your transcript directly to the Common Application, or if your high school uses Naviance, you link your Common Application to your high school’s Naviance account and your GC uploads your transcript to Naviance. I have a similar question, except this is with SAT/ACT Test scores: is it okay that I send them the October ACT Score/ November SAT Score? Right now, they don’t have any of my test scores because I only took them recently and the scores haven’t come out yet. Will they mark my application as incomplete if they don’t receive my test scores within this week?
^^ Given the time-compressed nature of the SCEA round, and the fact that you marked on the Common Application that you were taking the November SAT, if all the other required elements of your file have been submitted – transcript, Secondary School Report (SSR), 2 teacher recommendations and the Common Application with your list of EC’s, honors/awards/essays and Harvard’s Supplement, Admissions may read read your file prior to receiving your test scores. However, no action will be taken on your application until the scores have been received.

So, Harvard’s portal will probably list your application as incomplete until your test scores have arrived from the testing agency, however your application may be read prior to Admissions receiving your test scores. No action will be taken until the scores have arrived. Two weeks after your test scores have arrived, your application should be marked as complete on Harvard’s portal.
At a recent large info session I attended, the Harvard rep said that Nov scores would be counted in EA evaluations.
