<p>Yes. It is mainly used by in state students and exceptionally strong OOS students. It caries no advantage over regular decision, except that you find out early.</p>
<p>My advise to most OOS students is that unless you have a particularly high GPA combined with exceptional test scores, you should apply second deadline. It gives you the chance to report 1st semester grades, which in turn can boost class rank and GPA. It also gives time to take the SAT again if you need to raise scores.</p>
<p>The same advise goes for any NC resident with less than a 4.0 weighted GPA.</p>
