Early Decision and Regular Decision?

I am applying at KU right now. And I wanted to know the difference between early decision and regular decision for admission. I thought early decision meant if i got accepted, i have to attend that college. Im not sure. Heres the deadlines for fall 2010 incoming freshmen. I copied at directly from the website.

Summer 2010 Term (Classes start June 8, 2010)

Scholarship Early Notification (New Freshmen and New Transfer Students) – November 1, 2009
Scholarship FINAL Deadline (New Freshmen) – December 1, 2009
Scholarship FINAL Deadline (New Transfers) – March 1, 2010
New Freshmen (admission only) -- April 1, 2010
New Transfer Students (admission only) -- May 25, 2010
Readmit Students -- May 26, 2009
Non Degree Seeking Students -- June 8, 2010

From what I was able to see from the website, KU doesn’t have an Early Decision program. They have a program by which you can get an early notification of scholarship eligibility. It doesn’t sound like you will be required to attend KU if you apply by November 1 (today).
