Early Decision Confusion

Hello everyone. I am a student from Singapore, about to apply into US universities for computer engineering. I am looking at the following universities:
UMich
UIUC
UT Austin
U Washington

My IB predicted grades should be about 38/45. My TOEFL scores are 114/120.

MY SAT 1 scores are:
CR- 540
Math- 740
Writing- 620

I have been a school prefect, deputy house leader, have done one year of local community service, been in the school envoy club, written for an international magazine, e.t.c.

It is the first time someone from my family is applying to the US, and I am really confused which place to apply for early decision.

I hope you all could help me out and predicted my chances for these universities. And I am open to any new universities you all suggest.

My only concern for university would be its safety factor, its academic rigor and post university job potential.

Thanks everyone, your help would be greatly appreciated.

My IB Subjects are HL: Physics, Maths, Economics and SL: Chemistry, Mother Tongue and English.

Chance me please.

Nice TOEFL score. How are you financially? It is pretty hard to give you an accurate idea on where you stand in applications because I am not that familiar with your stats.

However, some other colleges to consider are Carnegie Mellon and Georgia Institute of Technology. They both have state of the art computer engineering programs for undergrads.

Good luck on your applications! :)

Thanks,
I have no problem in paying for any university fees.
However, I feel that my SAT score is the main hinderence in my application, so I cant decide between these universities. Which do you think would be the best for early decision? I am keen on UIUC, but their SAT required for engineering is quite high.
